They’ve had “999” for other monthly rewards in the past, so I’m guessing it won’t actually cost tenders! If you look for the Grotto Netherwing Drake and Harlequin’s Bells on Wowhead for example, they’re also listed at that price.
It would honestly make a lot more sense for it to be the “Endcap” reward for February, hopefully that’s the case!
