They literally add MORE borrowed powers with every expansion now. I seriously doubt theyāll learn anything and im guessing weāre gonna get another 2-3 borrowed powers in this next expansion with even less pvp tuning (so like, 1 tune per year)

Youāre over complicating what should be a very simple process
I donāt see what is complicated about it.
Make gearing exist in a way where all stat combos are available. If you want them to just add every stat combo to the vendors, that works too. But itās less work for them to do token and stat creation. Especially since the framework already exists for it
Make casual PVP upgradeable to a level where it can work to at least mid level rated content.
The shaman set >>>> so glad I farmed that back in the day
But itās also nice because it was only available that xpac so people canāt go back and easily achieve it

Entertaining that idea, think the simplest solution would be to have a filter on the vendor. You purchase gear with honor / conquest currency and you input the stats you want.
Why it wonāt work:
PvEārs will feel forced to pvp, unless the ilvl jump is so significant when in pvp that the gear is effectively unusable in pve. In that niche scenario, when pvpāers are forced to do pve content, weāre working with a much lower ilvl that had to be imposed to balance the game.
Ok, but you donāt need ranks of gear to do that.
I guess upgrade isnāt really the correct word for what I would like to see. Iām imagining closer to the vanilla ranking system where the high ranks had their own gear to buy

It could be interesting if they were to bring something like that back.
Maybe each piece of conquest gear has a single upgrade level and hitting x rating would unlock a few gear slots, up to y rating
I also think honor gear should have two ranks (not contingent upon rating), but net cost the same reasonable amount of honor as if it only had one rank. Benefit here is being able to fully equip honor gear faster.

I believe the best source of gear for any given activity should solely be that activity itself.
A raider should never have bis gear in pvp, and vice versa. Continuing that logic, imo, the best gear in the open world should come from open world activities. Something along the lines of zereth mortis gear sets would be cool
And I understand that, itās a valid stance. Iām not hating on that train of thought at all.
I personally think you should only get maybe 80% of your BIS from an individual activity and my reasoning for it isnāt so much the gear but, rather, the exposure of each individual player to all facets of the game.
If gear convenience has to be a slight cost for the game to be designed in a way that will encourage PVE players to participate in PVP, I think its a worthwhile price.
A Legion-like refocusing on class/spec design, really fleshing out specs which currently feel hollow without borrowed powers and balancing out talents that are often untaken.
Expansion-themed systems being more about cosmetics and achievements rather than player power.
Removal of RNG in pvp gearing entirely
PvP tier sets being usable only in pvp, and designed for pvp. Applying pve-driven tier set bonuses that massively affect throughput in pvp has the potential to be disastrous as weāve seen, but if itās designed with pvp in mind itāll be A) more balanced and B) irrelevant to pveārs
Making professions feel more relevant again, but not at the cost of hundreds of thousands of gold in a single purchase.
Tuning down the āpower creepā in terms of story telling. Not that this really affects pvp in any way but I thought the storytelling this expansion was laughably awful and I hope they ground themselves a bit to keep things reasonable.
A lot more but Iāve typed enough. Feels like Iām asking for too much but Iām not sure if thatās because I actually am asking for too much or because Blizzard has conditioned me to expect either nothing or negative value from continued development

Iām setting my expectations low.
If you expect nothing, Blizzard still finds a way to disappoint.
I get that but I do believe itās nice in theory but awful in application, cause that mentality is often how people start feeling resentment.
If I pve because I want to pve, thatās a good thing. If I pve because Iām forced to pve in order to be good at pvp, thatās what causes me to resent pve. Same thing applies for pveārs
I have no hope for the next expansion but Iāll try it out cause I love the community gems. They are out there few and far between, but so many good people that truly love the game pvp wise that win me over expansion after expansion.
I enjoy the game even if it has been vicious grinds over the last few years for pvp.
All I hope for is that they go back to rock paper scissor type ideas for classes and not every class has everything. IE s1 Warrior SL was not fun as they had every answer. Classes should be good at certain things mages burst no survivability rogue burst and cc no survivability etc.
Healers needs to have less damage overall too.
This is where I disagree with your stance. The notion that someone will suddenly be not good at a certain type of content because 3-4 of their items donāt have Haste on it, for example, is completely baseless. Youāll still be geared and youāll still be very good at PVP you just wonāt have the 100% optimal gear.
100% optimal gear should, in my opinion, require 100% participation.
Secondary stats arenāt the only implied consideration in my statement, and theyāre far lower on the priority list.
An example would be when pve trinkets are massively imbalanced, or, in the current season, when pveāing increases your chances to get tier sets faster than everyone else. I donāt believe these issues should exist
