I would think it would. The cut is clean and quick, and the still-intact eye-brain system would probably see the visual field tumble. But the shock to the body, as well as to one’s personhood, would be so great, it wouldn’t be anything like consciousness as we usually experience it. The ego/inner chatter: that top-end function likely would shut down immediately in a field of numbness, and then lights out before any real pain sets in.
