The sunreavers also specifically represent Silvermoon, and not the Horde as a whole within the Kirin Tor.
Shadows of the Sun explains the purpose of the Sunreavers being in Dalaran as a method of re-establishing the ties between Dalaran and Silvermoon.
The SC was only ever made to be an opposing group to the Sunreavers, but they’ve only worked for the Alliance in such a capacity in MoP.
Read the story. The SC is closer towards its own interests.
