What you linked has nothing to do with belt. Also they buffed charged bolts. Doubt it’s a loss for you anymore.

Belt, one-button assist, same thing right 
Belt may, or may not, be BiS for your spec on release. But you can upgrade it to , I think, I699 now and it has a few special ability discs you can get for it, not to mention main stat an stamina.

Loss is already negative. A “negative loss” would have to be positive. That’s how math works.
