Basically good streamers will put up a note like [Drops] in the titles of their stream if they have it activated.
Or they have set up the stream tags to show drops.
There is no list that will show you who did. You’ll have to look for a stream in the WoW category yourself.
As for the gift subs, for that Blizzard will likely post a list.
