Pitch them here, for starters. Someone’s bound to answer you if they find the concept at all interesting.
The forum is a good start, yes.
Especially if you want someone to pick out stuff that is completely lore-breaking, or to get an idea on how many would be interest. (“Would be interested” and actually joining are two different things.)
What you do is you make a thread called “Interest check: -Insert name of you guild here-” and then write a thread with the details of your proposed guild concept in it. Starting with if it will just be an rp guild or also do pve, pvp or mythics as well, and then let your readers know if it will be a Light, Medium, or Heavy Rp guild. From there proceed to tell your readers about what the general idea of your guild, its ic background history, and whether it is lawful, chaotic, neutral or criminal and if it is for horde or alliance <3
