There are many people with this issue. A GM finally contacted me and they also see it as neutral, so this is definitely a bug now. They cannot fix it (a previous bug with faction changing and Dark Talon resetting, they were - but this is more complicated it seems)
Be vocal, post in the bug threads so it gains traction and hopefully a fix.
