Want to macro DfA and Eviserate to one key . DfA has a 30 sec CD. Evis has none
So macro would cast Evis whenever BfA was on CD…

Not that I am aware of. It would be easier just to have a separate bind.
Generally you can only macro abilities together if only one of them is on the GCD.
Blizz doesn’t allow macros with conditionals such as “if ability x is on cool down,” because that would reduce player decision making and semi-automate the base rotation.
This doesn’t affect non-GCD abilities, because they don’t halt the macro if they fail to cast. So if they are on CD, the following action happens without them.
Wouldn’t it work like a shadowstrike/backstab macro ?
No. Those macros are based on stealth/no stealth.
