There’s always been some funkiness in the rotation of those quests - I had a different one refuse to spawn for me for a month or two back when I was doing this last year while Nat was a common encounter at the time,
(And then I had a misunderstanding about where I was expecting the NPC to be while also repeatedly finishing the quest out of reflex before I even reached the NPC … it was a full carnival of errors)
Til S4 starts this is the only reason I have to login to the game. So I guess I’ll check next Tuesday and then if not, the following Friday.

Catch all the rare fish (3 freshwater/zone + 3 in the sea)
Then fish up the pearl (anywhere) and take it back to the fishing trainer
Wait/relog for Nat to show up and offer you a special scenario.
(then, if desired, google the messy script you can run to still unlock access to the artifact tree despite the fact that DF sort of broke the UI in the process of making it profession equipment)
Nat Pagle decided he’d chill and I got his picture on the first pass!
Then after doing the WQ weekly rewards I was able to max out Loamm rep! Now I just need the Azure Span fishing hole and to make Sabellian talk to me.

My wife and I got Taivan too! All we needed was that drunk fisherman

I wonder if Nat Pagle can be found fishing somewhere in any of the Warthin zones, that would be amazing lol XD
