Just find one of the many abandoned cities and use them, what do Org/SW have that the others don’t? You can sit in the AH at Exodar (because you know nobody goes there) and try and corner the market on Zinanthid there.

And as we learned with the WotLK pre-event, if people CAN grief, they will. Every city will be infected and disrupted.
