Not if you aren’t already obtaining Mythic raid gear, 15s without raiding is a hard push.
Yeah seems like a bad system with a lot of flaws.
This topic is amazing because people are willingly choosing to come into this thread and put the dunce cap on their head with almost no prompting.
It’s interesting that a lot of the people who fall on the “Preach” side of things are also the ones who don’t understand basic math or mathematical operators.
Here’s a little scenario:
Shadowlands endgame. You like doing Mythics, you like raiding, maybe you even dabble in a little pvp. So you want to just do a bit of everything every week.
So you log in on Tuesday after you get off work. Everything is reset and ready to play. Time to do some keys, you’ve got maybe two hours before you’ve got to head on over to the raid. So you check your key, it’s a 15 Dungeon That Has Bad Guys, cool. You ask in guild if anyone wants to run it and grab one dps. But everyone else is either busy in their own key or maybe gathering mats to make pots for the raid team. No biggie, you pop the group into the finder and start screening applicants. Checking IO and whatnot.
Fifteen minutes later you finally get a tank, neat okay time to head to the dungeon. Roar rage stab magic! You beat the timer, gg guys thanks for coming! You now have about 45 minutes before you need to raid. So you maybe take a quick afk to grab a drink, stop for a minute to chat to the wifey about her day or whatever. Back at the computer it’s now 15 minutes til raid.
So you don’t have time for much of anything else, so you just grab a few herbs or ore for a bit and then head on over to raid. Roar rage stab wipe rinse repeat for three hours. Raids done for the night, and it’s getting late so you should really get to bed since you have to be up early for work.
Now take this scenario, and multiply it by lets say… three. Three raid nights a week. That gives you three 15 keys done, three nights of raids. So you get some pvp done another night, maybe you gather and make your own raid consumables so you spend another night doing this and maybe another key.
Now it’s the weekend, it’s your day off! Obviously you gotta spend some time with the wifey and/or crotch gremlins. So you go to the park or whatever it is family units do for bonding and entertainment. You go out to dinner, come home and can finally sit down and play. Now you get to your Torghast clear for the week. That’s all fine and dandy and done for the week annnnnd it’s bedtime again.
TL/DR:
No working adult who has any sort of life outside of WoW 24/7 will have the sort of time it takes to meet these silly weekly requirements.
Just going to keep quiet on this because I already had a 3 month forum ban for voicing my opinion towards other players in not a friendly way.

Of course they can. Not everyone has kids and a wife/husband. But everyone does work, I work and I did more than 3 15s a day.
Because you are looking at it through the lens of “must do sufficient content to get all 9 options” rather than “will get a few more options than currently exist by playing normally”
It’s more that you get 2-4 item choices instead of 1 for doing the same content as now.
If you just focus on one area you get 3.
And if you love WoW and play a lot in all content you get a few more options.
I’m not “saying” that, that is the way it is.
Then you won’t get all the options. You’ll get the choice of 1 of 4 boxes and that will be an improvement from 1 choice from 1.
It’s a reward for people who push hard. That’s it. If you don’t push hard, you don’t get the prized third box. That’s it.
TIL giving more options is bad and flawed.
I’m looking at it through the lens of that’s personally how it feels to me. It’s designed to make you want to get as many options as possible and to feel punitive if you don’t.
I’m just saying that if this is the system we’re gonna go with, the requirements (at least for M+ cause let’s be real 15 keys is bonkers) need some adjustment.
This right here the scenario you laid out is why I do not aggressively play the game like I once did. I have a limited amount of time at night once my wife gets home from work to eat dinner, spend time with her and the kids before we are off to bed to start the process all over again.
But it does discourage helping in lower keys. If I don’t run a ton of m+ as it is, but want as many options as possible, I can’t run lower keys. With no corruption in shadowlands, lower ilvl “options” will be pointless.
I don’t even have kids and I couldn’t possibly find the time to do all that stuff in a week.
That the forums can spin a massive increase in loot RNG protection and access as a negative is a truly amazing scene to witness.
You don’t need to do EVERYTHING, any more than 1 choice is already an improvement over today’s system.
You’re looking at it through the lens of a traditional working man in a traditional household. His time would be spent better with his family instead of WoW anyway.

Each dungeon takes around 30 minutes. You can do 6 dungeon times in those 3 hours you were raiding.
Then spend 2 nights raiding with your buds.
