I think they got rid of those lower keys because many players were just using them to farm easy gear, with never really moving beyond lets say a +6 under the old system.
I don’t think M+ is keeping people around, at least the bulk of the casual MMO player types that I described above.
I think they tried to make M+ harder to drive engagment for their more hardcore competitive players.
