In my eyes it’s a consequence of a couple of a few things.

• Elemental has often been “good” but not “amazing” because it trades off things like exceptional burst for moderate self-healing and mobility.
• Enhancement from what I’ve seen wasn’t really part of the chain of melee buffs in the past few xpacs, putting them in a spot similar to Arms on warriors where they’re barely even “just ok” in many circumstances. There’s just not much reason to play them when they’re 50 better melee specs in the game.
• Resto has always been pretty good but it’s also always been one among a ton of other healing options.

And to top this all off, shaman class fantasy has never been as well-defined as that of other classes which makes them less attractive from an RPG perspective.

But the leader of the Horde was a shaman…
