Only blizzard can determine that, as they have access to the server logs etc. And bans can still be issued solely for griefing / harrassment.

ofc if they are indeed harassing someone. It isn’t against the rules to multibox however. If you need confirmation on this, send a ticket yourself to them asking that very question like I have and they will tell you its allowed.
