I’m level 15 and i don’t have or know how to upgrade my armor and cloak?
The cloak will become more powerful as you level and collect threads. Threads drop from all sorts of content and just throw piles of stats onto the cloak.
Other gear, the base ilvl of the stuff that drops for you will increase as you level, topping out at 346 (i think) at level 70. At that point the only way to push it higher is at the upgrade npc. It costs a lot of bronze. Fortunately they have immensely boosted the amount of bronze we get now.

How do i throw the stats onto the cloak?
Armor and weapons are upgraded at the Infinite Bazaar. The game should’ve given you a quest on how to find them. If not, there should be a marker on your map.
The Cloak is upgraded by collecting threads that drop from caches and bosses.
Jewelry cannot be upgraded. They’re just to get more gem slots.

Mouse over your buffs.
They just get applied automatically as you loot them. If you fail to loot some in a dungeon or raid though they’ll arrive in the mail. From the mail they’ll go into your bag, where you just right click to apply them.
