At this moment in prepatch and in the beta too, the mitigation ability of the prot warrior SHIELD BARRIER is not scaling with attack power/vengeance as intended, is only working the base mitigation of the spell.
What are you experiencing at the moment?
I am not getting this at all.
Just a few things to keep in mind just in case this is what’s going on:

Shield Barrier has a small base value of ~250.

Shield Barrier stacks only with attack power (it does not scale with Strength).

The tooltip on Shield Barrier will show as your (attack power * 1.8)/3 so if you have 10000 attack power it will show as 6000 on the tooltip plus the small base number. The tooltip does not reflect the attack power increase from the buff Protection Warriors got.

So with 10000 attack power from vengeance and using 60 Rage would get a shield that is 20500.

If you used 20 rage that Shield Barrier would be ~6833.

Shield Barrier has a floor that is Stamina * 2.5 is your minimum shield barrier value. So if you have low attack power or no vengeance it will take your Stamina value * 2.5 instead as the floor.
I’m not saying any of these are what’s happening, just letting the mechanic be fully known because we aren’t seeing what you are reporting here.
its very clear, shield barrier is only working with the stamina base values.
Any other source of attack power or vengeance is not working as supposed to be. Even at high vengeance the shield value remains the same. And obviously i tested the shield buff and the mitigation, isnt about the tooltip.
If you can include more evidence for this would be helpful. Sometimes there are certain circumstances for bugs so more is always better.
It isn’t something that we’re experiencing so any logs or clear demonstrations of it being broken with visible stamina, attack power, and absorbed amount can be of assistance.

Here the shield barrier tooltip show the base stamina value, = 12831 stamina * 2.5/3 = meaning 10691.6 at 20 rage and 32075 at 60 rage.
Ignoring completely the Attack Power - Strength * 1.8 or 2 formula (whats supposed to be buffed).
Missing ((8695 Attack power)- (4230 Strength *2) * 2) = 470 via attack power.

Finally i use the ability and the shield is the same base amount 32075, even with 3k more attack power. the final buff that i should received will need to be something like 37k- 38k but clearly is bug.
This is ocurring in the Pre patch and in the Beta too.
Can confirm I have seen and tested this and see the exact same results.
Maybe I am not understanding what you are saying here. Are you expecting any attack power at any level to contribute to the Shield Barrier?
To my knowledge Shield Barrier only uses your attack power when it exceeds your stamina equation’s result. And when it does - it does not use your stamina at all anymore.
So you would need 16,100 attack power with none of it being from strength, for any of your attack power to matter.
TL;DR Shield Barrier uses an OR setup where it uses your Stamina OR your Attack Power, whichever resulting equation is a higher value. It never combines them.
This is so that Stamina creates a floor for the shield’s value while you are not tanking, and the other allows vengeance to take over while you are tanking.
Shield Barrier chooses:
2.0 * (AP - 2*strength)
OR
2.5 * stamina
Whichever is higher.
If you want to test this you can engage a strong enemy while wearing only a shield and let it get you into a range where Vengeance’s attack power gain *2 is more than your current stamina *2.5
Im not sure but whats the point of exclude the attack power or stamina for the formula ?
Without it seems very underwhelming and i dont think it works like you said, i mean other classes have higher healing (monk, paladin) or healing+shield(DK) just pressing 1 button and dont have to spend a high amount of class resources to do it.
For example warrior needs like 6-10 seconds to build rage and spend those in a shield equivalent to 12% 15% of his maxium health capped at 20% at full vengeance, the dk just need a death strike to heal 7% of max health + 10% shield (building mastery) to 20%health and 30%shield at full vengeance and can cast it twice in a row.
Stamina provides minimum value because you start most fights at 0 bonus attack power.
Attack power provides scaling for the entire expansion that keeps up with incoming damage because of Vengeance.
Couldn’t tell you the reason for excluding the formulas from each other, but that is how it works.
