MoP Classic Bug: Bolt of Windwool Cloth Missing on Returning Character — Already Ticketed

I recently returned to the game after being away for about a year. This is an older TBC-era character that already had Tailoring. After returning, I leveled the character to level 90 and currently have Zen Master Tailoring 525/600.
However, the baseline recipe Bolt of Windwool Cloth is completely missing.
It does not appear anywhere in my Tailoring window, even with every filter set to All. Searching for “bolt” only shows Bolt of Embersilk Cloth. Other Pandaria Tailoring recipes appear normally.
Troubleshooting already completed:

Checked Silkmaster Tsai and the other Tailoring trainers.

Checked both the training and vendor windows.

Set all profession filters to show available, unavailable, and learned recipes.

Disabled all addons and reset the UI.

Renamed the Cache, Interface, and WTF folders.

Tested on a completely fresh installation on another computer.

Tried the macro suggested by Blizzard Support.

Confirmed the issue remains specific to this character.
I have already contacted Blizzard Support under ticket US109896642. Support suggested UI resets, trainers, and obtaining a physical pattern, but none of those suggestions resolved the problem. Silkmaster Tsai does not sell the pattern, and the recipe remains missing.
Expected result:
A character with Zen Master Tailoring should be able to learn or access the baseline Bolt of Windwool Cloth recipe.
Actual result:
The recipe is absent from both the profession window and every trainer, preventing normal Pandaria Tailoring progression.
This appears to be a missing profession recipe flag or character-data synchronization issue affecting an older character after roughly a year of inactivity. Please investigate.
