Garrosh Hellscream is the last boss of Siege of Orgrimmar raid in Mists of Pandaria Classic.
While bonus rolls would pop up on all previous bosses - after Garrosh kill (on Normal difficulty) there was no bonus roll pop-up.
This happened to me and at least one more person in my raid, both of us saved a Warforged Seal (bonus roll coin) specifically for Garrosh.
We waited for several minutes after the kill, in case post-kill NPC action was delaying it, and it still didn’t pop up.
This just happened in a group I was in. Several people for sure had coins myself included. We did all the usual things, reload/log out/in/zone out/in to try and get the reroll to pop up but it didn’t seem to for anyone in our group.
The only unusual thing about our group is that not everyone started their lockout on the same ID. This was a group of people from different normal IDs that came together for the kill.
Just cleared 10m Normal as well and no one is our team was able to bonus roll on Garrosh as well. Including myself
