As per the quotes listed below from Persephae and Mystelea; I can confirm.
I never purchased the Dragon Flight xpac, however, as of the pre-launch patch, I now have access to the DF zones. I was able to pick up the DF opening quest via Chromie, (some may be able to simply grab it from the Dragonflight NPC, Wrathion, in the SW Keep Garden.)
Follow the main quest chain, marked by the icon of an exclamation mark in a brown shield, and about 10-15 quests in, (after saving a Red Flight Egg and delivering it to Alexstrasza), you’ll get the Skyriding intro quests, which will solve the missing toggle icon.
Thank you, this helped so much. Once I found it in my General tab it said I already had it but on a different stance, so I re-added it.
Clearly this a common issue, but it’s frustrating that there’s so much uncertainty. From reading this and other threads, it looks like doing the Dragon Isle quest on at least one character is the only fix - but wasnt the pre-patch meant to remove that requirement? Frustrating there’s no clarity. And its annoying not being able to fly on my dracthyr at lvl 20 until I get these quests done.
Still not fixed? Skyriding in Remix Pandaria should be epic, but Blizz is letting the bug persist. I think many of us were looking forward to soaring Pandaria, but we get sour not soar.

click on the Sky-riding icon in spell-book < general. it pops out a list of skills. the Switch Flight Style is on the end … i have the icon on my main but had to add it to the hot bar all my alts
A returning player used to play with came back which is cool but they didn’t have Skyriding or even the icon or anything. They bought TWW and still don’t have it. Majorily sucks.
Blizz needs to fix this, it’s pretty bad if you say “Skyriding for all! Starts at level 10!” and they started a new toon and leveled to 60+ and still don’t have it!
It’s like they didn’t think about how to make sure to implement this for returning players or those who never played DF before. Not cool.
I was having the same problem and think I figured it out. It was super frustrating having quests to do the flight challenges but not being able to find any of the start points, despite them being displayed on the map.
I’m a returning player after a few expansions, I had not played dragonflight at all. I skipped part of the main Campaign and began exploring the dragon isles. I wasnt able to switch flight modes and didn’t have the option (even though I was level 40 
).
The solution for me was to go back and run through the Dragonflight campaign until I got to the dragonflight training. After going through that I got the ability to switch flight modes.
As a side note, I was playing an evoker and started flying with the new dragonflight mechanics, but at 30 (I think), it automatically switched to the steady flight mechanics. I couldnt switch back and forth until I went through the campaign. Hope this helps others frustrated in this situation.
I just started and went from 10-20. Still in DF zones. Did the starting quests and used to have it. I just dinged 20 and now it’s locked on steady with no toggle in site. I can’t go back and redo the quests I’ve already done… what should I do?
