I did the weekly that involves you doing 5 delves and no fractured spark. I was told that was the quest for it this week, but let me know if I was wrong. If that is the quest, and I did not receive it, do I just open a ticket? Thanks!
It’s the weekly from Brann to do 3 delves that reward the spark piece, not the weekly to do 5.

I did both and did not get a spark. Only at 3 fractured total for the entire tier.
3? You should be at 2 in a half sparks.
3 fractured sparks. So 1 1/2 total… i agree I should be at 2 1/2 total sparks
Ah gotcha, you do the quests in Donagal by the catalyst? one turns half a spark into two sparks, the other quest just gives you half a spark.
Sounds like you’re on catch up now. So they can drop from any weekly cache.
I would agree with this except I did 8 Mythic 10s last week plus 8/8 normal, 7/8 heroic and 1 mythic boss. Never got it. This week did the weekly delve quest plus already 2 mythic 10s didn’t get one… and again I’m missing currently 2!
Your fractured sparks come from the Pinnacle Cache. So whichever weekly quest rewards that, you’ll get one.
And you did the quests by the catalyst, yes?
To my understanding, people who did the “exploit” bug are at 3 full sparks today. The quest for an additional half was available to these players as well. So the majority of players will have 2 full sparks and 1 half today, while some will have 3 full ones. It’ll be a confusing season when talking about these and how many people should have/be caught up on.
Yep! Thats why i have the 1/2 otherwise I’d be only at 1 full spark
Hrm. Well… my catch up fractured pieces come from weekly stuff: theater troupe, awakening machine, etc. So I’m not sure what’s up. 
My only thought is Week 1 I accepted the weekly quest but didnt complete that specific until week 2. Maybe that caused it to bug out for me?
Not sure. I never did the quest the first week on most of my characters, but all of them got that quest done and got the “sorry we screwed up, but we’re going to continue to screw up” half spark quest.

From what I gathered, you’re missing a Fractured Spark of Fortunes from the weekly quest despite having met the requirements - I totally get where you’re coming from and why you’d want some help.
Upon taking a look from my side, I can see that you may be missing a Fractured Spark due to the quest “Archives: Seeking History” which it appears that you quested for it but does not appear as completed.
Due to the above, this may be the reason as to why you’re missing your Fractured Spark and, since there are several reports for this quest specifically and we can’t directly completed it or grant the Spark, we’d be thankful if you could submit a bug report from your side to have this reviewed by our Developers, since they will receive the necessary data for investigation
Message from Blizzard to me… they say that I meet all requirements to have all but there is a bug with last weeks turn in quest that didnt give me the spark when I completed it… now I am stuck
