I’ve been told that the team investigating this believes they’ve identified the root cause and are working towards testing a fix that can be applied for the impacted services.
That may still take a little time, so we don’t have an ETA but I wanted to share this update. 
Well I can say the forums work for me again as of this morning!
I had the issue that I was locked out of all characters on all regions (EU/US/TW) for the last week or so but checking as of today I was able to see all my characters again.
The only thing, Idk if this is a bug or not but my account suddenly got flagged with trust level 3 while I was locked out… but I am not complaining, I am back and I can post memes now!
Same here. It just showed up.
