From what I can tell from the tooltip, spells that triggers the Shatter don’t get increased benefit. I.E. Ice Lance don’t get increased critical strike chance. Instead you deal a flat (but significant) amount of damage for shattering each Freezing stacks, which can crit, and have enhanced critical damage via talent.
