They always do that, so players not taking 2 weeks off can leisurely get to max level, without feeling like they have to skip the story in order to be in the curve.
Delaying Heroic dungeons to the same week as M0 and bountiful delves just makes them completely irrelevant the moment servers go live. M0 and Bountifuls will give significantly better gear making there be no point to run a heroic dungeon.
Why even keep heroic dungeon difficulty anymore if it’s irrelevant the moment it goes live?
one can “leisurely” get to max level in a few hours regardless.. Needing 2 weeks just says ONCE AGAIN, they can’t make content to last, so they have to time gate the cow patties out of it to make it stretttttttttttttttttttttch out until their next mediocre patch with more time gated awards.

To level characters, do the quests, farm decor, enjoy the theme and design of the expansion without rushing to start the endgame, and so on.
Basically … it is neither necessary nor unnecessary. It is simply when Season 1 begin, and the time period before that just play the game and prepare for Season 1 if that’s what you are the most interested in.
Because some folks likes to run it as part of their gameplay experience. If you want a good idea, before the Chinese servers reopened I did some math and calculated that roughly 0.01-0.02% of the playerbase interact on these forums.
Consider that any notion of “Why include X” or “Why not exclude Y” won’t be representative of the overall community ever. The simple reality is that lots of folks run Heroic Dungeons as their form of dungeon content.
Not much else to say than that, and most of those people won’t ever interact on these forums ever.

There’s two weeks of playing the game with no real endgame that we are meant to be interacting with for months on end. Then there’s one week where people start progressing and preparing for the season. After that, Season 1 begins.
Where exactly is the “unnecessary” delay in that which isn’t covered by what I said?

so M+ players have nothing much to do in the first week of the season, you can get all 8 dungeons on m0 done in a couple of hours
also pvp players and raiders can get the extra catalyst charge, m+ players can’t

Alongside everything else that is the endgame that we are meant to play for months. Except for the March of Quel’Danas raid, that one is released one week after that.

M+ is an endgame pillar that goes as far as to be on par with Mythic raids in terms of difficulty (in terms of its reward structure and gameplay aspect, albeit not the size). It is released at the same time as Mythic raids.

Explain what you mean. How are Catalyst charges available to only some players but not others when they are infinitely farmable come Midnight…?
they are only infinitely farmable after you get a 4 set, prior to that you’re as limited as usual and both raiders and pvpers can get an extra charge week one (reaching a rating for pvp, forget what, and clearing heroic)
because there is no m+ week one, we can’t, so releasing it, even without any gear reward, should happen
So your complaint is less so that M+ isn’t available, but that players who participate in more gamemodes than you have access to more stuff…?
Since it is the same achievement that can be earned in multiple different ways.
you don’t have to participate in “more game modes”
if raiding or pvp is your preferred mode of play you get it
if its m+ you don’t
why not just release m+ without gear
You get the Catalyst from an achievement that can be earned through several different methods. This 100% has to do with how much you are playing the game rather than anything else. Nothing about this have anything to do with preference but rather how much and what areas of the game you participate in.
Because that’d be a really terrible experience and everyone would go “Hey, where’s my gear?! And also why isn’t this giving me Vault progress despite me doing a +10?!”
This isn’t a difficult thing to understand why it’d be a nightmare situation.

M+ as a gamemode goes all the way up to be comparable with Mythic raids in terms of its approximate difficulty, ergo they are released at the same time. Furthermore, because you are making the “Just remove the gear”-argument then you are looking at M+ as an activity as if it existed in a vacuum when it doesn’t.
All of the systems work together and affect the pacing of the game and what people have access to at what times. That means that when a system is on par with Mythic raiding, those two are released at the same time. M0 is more closely on par with Normal/Heroic raids and are as a result released at the same time.
This is why I’m saying that it is releasing when it should be releasing, because releasing it earlier than that creates an environment where you only get half of an activity or you mess up the pacing of the game, which both are terrible options. It releasing at the same time as Mythic raids is it being in parity with one and another.
