On 4 60’s, I’ve never not had a Torghast legendary drop if you’ve unlocked Runecarver.

Maybe so, but that doesn’t mean the drops are guaranteed, that just means the luck o’ the Irish smiled on ya. The drop rate is likely quite high, but it for certain isn’t 100% from Torghast.
Source: all the players, including myself, who had to repeat wings—and Blizzard’s own response saying they aren’t guaranteed.
Only memories with weekly lockouts have 100% drop rate, in other words, raids and world bosses.

That must be for torghast only runs. My shaman has memories and never met him. And this is as of 2 days ago.
Memory drops should be 100% regardless of content since they require a gold investment and a currency grind.
I’ll say it again: The carrot is rotten and the stick is for beating us with.

it’s 100%. I went through a series of bugs. My friend went in raw and got his to see if I was bugged. I was.

unlock the runecarver and do the run again, you’ll get it.
I always had 100% drop in layer 3. AFTER Killing the memory quest for the runecarver. (The one that sends you in the maw)

All the memory drops I get are all healing related (when my spec is dps and my loot is set to dps) and my other character is a healer and all he gets are dps memories (even though he is in healing spec w/loot set to heals).
I literally have zero dropped dps memories on my dps character and zero healing memories on my healing character.
Seem intentional. Seems Bad. Seems disappointing. Seems like poorly written game.
