The customization looks that way. But not confirmed, except that they are doing new things with the look.

That said, Gnomes need something for an allied race, and Leper Gnomes would be depressing.
They're saving leper gnomes for the Forsaken allied race.

I think the Allied Races thing started ok with good races to add.

But by now it's pretty clear that they will continue adding any kind of crap and inventing all sorts of japanese-pseudo-humanoid creatures to keep the fanboys pleased in their darker desires. Grown !@# guys who like Little Pony and K-Pop fans will plague the forums.

In 2 years WoW will be a parade of ridiculous races with no context at all and no good reason to exist that to keep feeding the mob the last drop of pseudo-hype crap.

Mark my words, this will end worse than a %%#*@*#@! costume parade.

Then some of us will remember the times when the good characters were manly badasses like Thrall, Garrosh, Illidan and many others with good stories to tell, and not some singing fox or a pseudo-terminator gnome.

Blizz is going full Japan. And not the Samurai Japan, I mean the weirdo cat-ears Japan.

The more weirder the better I say, I Kind like Carzy stuff Sure there some part I don't like form japan that need to get over with speicaly with nee crap, But I will Say this

Would freaking love to see Mechagnomes. Machine god worshipping druids would be pretty amazing... but Tinker would be best.
