I realize you are engaging in either trolling or sarcasm, but will address it anyway.

Blizz really is not changing anything rule wise. They are:

• Reminding us of some “how to be nice in an MMO” stuff. Much of it was in the loading screen tips. Not enforceable or reportable.
• Reminding us of the language and spam rules that ARE enforceable.

To be clear, everyone is already expected to follow the In-game Code of Conduct in Blizzard games. The Social Contract you’re referring to is simply an in-game presentation and a reminder of the existing rules and recommnedations for player behavior.
