Mana still disappearing when casting in world

Sounds similar to my issue but even sometimes when you don’t cast you lose 80% of your mana

Mana randomly getting cut to 20% or less in the world

anywhere in the Dragon Isles it seems randomly healer mana will get dropped to 20% regardless of if originally full or not. I’ve tried to repro this a dozen times and can’t get any consistent actions to cause it. For example I was standing still typing this post in azure span after dying with 90% mana and I watched my mana bar get cut to 20%. In stealth out of combat.
