Still bugged. Logging out and back in triggered it for me.

This worked for me! I was still stuck after re-logging twice. Tried to run out, but there’s an invisible wall. Luckily, I had my hearthstone set for the Seat of the Primus (it’s usually Valdrakken, at this point in time). Ran up the platform to Draka, the grey question mark turned orange, turn in complete.
Still bugged. Had to log out and an back in.

It’s bugged for me, too, but logging out/back in didn’t change anything.
