I believe in the book she mentioned the refugees as well, but both are recognized, but she accepts the undead as the present heirs to Lordaeron since they make up the majority. She doesnât ignore the living or their claims, only that the undead Lordaeronians have a more pressing claim. I think if it was 50/50 she would stay in the middle and since we donât know the exact numbers.
She does not, she quite plainly stated that Lordaeron belongs to the Forsaken and that they are the true heirs to Lordaeron.
