I seriously believe that Molten Core mount is such a good argument. They stated on their website that the Molten Core mount would be a limited time reward.
Now I can go buy it for 80,000 gold on the Alexstraza server as of this post.
You are not asking for anything outlandish, you are merely requesting that they follow the example they set with regards to the Molten Core mount.

How they gonna replicate the AP grind and the spec balance of the time?
Or the grind for the Legiondaries which was a pain?
Or the grind for resources at the time which was a pain?
Too many factors play into appropriate MT balance to replicate the same challenge.

I agree with bringing the mogs/druid forms back (especially the druid forms…) but this is an overcomplicated solution to a simple problem.
Just bring the MT back, balance it TW style and make the rewards recolors.

I’m fairly positive that there were achievements and questlines associated with artifacts, etc… It may be reasonable to lock the MT behind acquisition of such achievements (e.g. Power Unleashed/Ascended/whatever is appropriate). We’ll have to see what transpires.
Just give out reskins or recolors. The floodgates for reskins for mage tower were opened when blizzard started making rapiers almost exactly like the outlaw MT skins.

I think they should honestly do this more and bring back ‘limited time’ things more often for people to earn who missed out on them. Obviously things like PvP rated sets or raid/mythic+ mounts should stay locked for good as well as achievements for past unlocks but there are things like the mage tower that could be brought back as part of events.
For example there could be difficulties for these events so if you really want to try you can get the old colorations but most people would probably only get the new ones. Normal - new colorations, Heroic - old and new colorations and Mythic - the hardest old colorations to get. You could also leave one or two of the old colorations out of the event and they stay as “prestige” colors that can’t be gotten again after their initial release.
Overall though I’m all for bringing stuff back, more stuff to do and things to earn is always great and I’d love to be able to either do stuff again or get stuff I wasn’t able too.

The “limited time” the mage tower was up was many months, not a week or two.
Will it be scaled so level 45’s will be able to do it at Legion difficulty with currently available gear, or is this just a grab to repurpose old content for the exclusive use of max level players?
Nope, sorry.
They don’t have the time.
First, we all know that TW scaling is horked. It has all sorts of edge cases running appropriate gear and current gear. It’s honestly quite the disaster.
Second, they have take all of that in to consideration as they try to balance the original encounters with the NEW abilities and mechanics. Just because you’re time walking doesn’t mean your raid geared shards don’t work.
Third, the idea of more than one difficulty adds another two scoops of insanity to the problem.
This is why it was time gated in the first place. This is why it was exclusive content. It was designed to work with the classes and gear at the time. It was tested, tuned, and balanced around all of that. All of that went out the window when the expansion ended and folks dinged another 10 levels and started getting order of magnitude more powerful gear.
So, no, sorry.
If we get a new Mage Tower, it’s going to be Mage Tower light – the bad, straight to video sequel with the 2nd assistant director and quirky comedy relief guy in the starring role.

As is the case with all time sensitive promotions limited time/exclusive things should remain exclusive and limited time.

Did neither of you read the OP? He provided a link which showcased that Blizzard announced in 2014, that the Molten Core mount will be a time limited exclusive reward for the 10th Anniversary.
However, according to TSM, there is that same mount for sale on the BMAH on the Alexstrasza server.
OP is merely asking Blizzard to be consistent with how they treat “limited time” rewards for events. Seems like a reasonable request.
