I don’t know how thats the worst idea of all time.
The worst idea of all time would to allow Sap for rogues have no DR and just allow them to Sap you forever. Now thats a bad idea.
TBH I am not sure its such a bad idea for it to have a cooldown. The whole point is that Ele is not a dot spec, and so we should not focus on our dots. Maybe having a cooldown that applies flame shock to all our targets would be a good idea (see Storm, Fire or Both?)

Get rid of flame shock. Add Flame whip a whip made of flame…ranged execute
