I unlocked the legion artifact weapon transmogs and I only have 2 of the 3 colors available. Were all 3 colors not unlocked by completing the mage tower back in legion or is this a bug?
Completing the Mage Tower back during Legion only unlocked the base tint appearance. For the others, there are extra requirements once you’ve unlocked the base appearance. These can still be unlocked. (Only the base tint had to be unlocked during Legion.) Take your artifact to the class hall and it should show you your progress on unlocking the various tints.
