Yes I am saying if you had collected even 1 on an alt prior to getting 120/120 (which is counted accountwide not per character) then that is 1 (or more) you would need to transfer off one or more alts.
So is this like… going to be fixed anytime soon? 
I’ve also completed the achievement “Dust ‘Em Off” with all progress on one character and only have 119/120 Luminous Dust.
It seems like that would work, but unfrotunately, it doesn’t.
Those 120 looted dusts can be spread across the account and transferred between your characters, but the same moth can only be looted once per account. There is a total of 120 moths to loot.
It seems like a fix should be easy to implement given you are so quickly refunding nebulous voidcores so quickly after an issue arose… So where is the luminous dust fix?
Still waiting on this fix. Been sitting at 117/120 for weeks.
I know where the three moths are that I can’t loot. They show on my minimap but they’re not there on any of my characters.
Any update? It’s been almost three weeks since this post.

This is cool and all.
But it does absolutely nothing for those of us who have moths that are bugged. When are we getting that fix?
The achievements “Dust 'em Off” “That’s Aln, Folks!” and “Light Up The Night” cannot be completed with bugged moths. And if you can’t collect them, then you can’t complete the last quest for this “fix” for Luminous Dust, either.

Correct, how these notes read still causes the issue that the 1 missing transmog piece for myself (I have 119/120 so still have 9 dust on my toon) that if I interact with moths, I would still not be able to get the last 1 needed to award my last piece even though my achievement shows 120/120 completed.
I have also collected grey dust on an alt, (all 120 grey items) showing that my main is bugged, so I might still not be able to even interact with this new system.

Thank you for sharing this! I was stuck on 117/120 with moths not showing up on my minimap at all on my main (this one), and 3 dots on my minimap on an alt, with no moth.
I found that glitchy moth at 67, 67 like you suggested, so it got me thinking…
Well, I decided to start looking around to see if there were any other such anomalies. I found a moth at around 50.61, 40.55. Granted, I have no clue which moth that was supposed to be, since I started with 3 of them missing. However, I can at least list the 3 glitchy ones in case anyone else finds something related.
I’ll edit this post if I happen to find the last one I’m missing.
The 3 that were on my minimap:
65.43, 27.12
60.02, 43.09
56.66, 47.73
The ones I found in the wrong places:
67, 67
50.61, 40.55

Well, I have good news and bad news…
Good news is, I somehow managed to get the achievement now, even though I only had 119 dust in total when I got it. (I transferred all of it to this character to streamline purchasing everything.)
The bad news, I’m sure you can guess… 
Make room, guys… I’m joining the club.
Honestly, they should just make it so that you only have to collect x amount of moths to be eligible to buy certain items, and automatically be able to purchase any of the wares once you get the achievement. Just make everything cost voidlight marls, since that’s more or less what all the other vendors use in some capacity. Adding a buggy currency with no alternative way to collect it is messy and leads to pain when things go wrong.

The one at 50.61, 40.55 was one I was missing! It wasn’t showing on the mini-map. I suppose the other two are also randomly out there with no indication on the map. Guess it’s time for more searching.
Edit: Found all of them! Also, along the way, I noticed that when I found each that weren’t showing on the mini-map, they each got rid of one of the “false” markers that I did have:
50.61, 40.55 got rid of my marker at 65, 27
59.98, 43,05 got rid of my marker at 40, 34
67.73, 68.86 got rid of my marker at 56, 47

Refreshing this thread as I just finished the achievement and have 119/120 dust, so cannot finish buying all the appearances on the vendor. Super frustrating.
