Bought the lost mail quest item from the auction house and after using the item and heading to Dalaran at the black market. When I get to madam Goya I can’t turn the quest in. I let her dialogue finish and wait for Kieran to finish but nothing happens. After me leaving the area, logging in and out again, and re-starting the quest nothing has let me turn the quest in.

I looted the quest item and accepted the quest I have done all quest zones but Suramar I just finished up the class hall campaign.
I logged out for a good 30mins disabled all addons pulled my hair out and I can’t get this quest turned in as Madam Goya does not show the turn in question mark though it does on the main map but not once I enter the sewers.
I am wondering if it has anything to do with the fact that I haven’t been introduced to her on this char like I have on other chars but the quest item is bind so I can’t test that theory by sending to to another toon of mine.
Okay I have done some work over the last 4 hours since I posted and I think I may of figured out why none of my chars I tried could talk to Madam Goya or view the BMAH in the sewers, I tried 6 of my chars in the 50-60 level range then decided to use a max level 80 of mine and I was able to talk to her or rather view her goodies… so I guess you have to be max level to do this quest?? Can anyone either confirm or deny please.
According to some old WoWhead comments, it looks like your character needs to have access to the Black Market Auction House in order to speak to her, even to turn in the quest. In TWW that would be level 80, as you need to be max level.
