For starters everyone in LFR is going to roll need on loot regardless even players with a Veteran Track Staff on an offhand they won’t use. So the only chance at the LFR transmog the overgeared player has is to roll need.
Also they participated in the boss kill and are entitled to roll on the loot.

The Need criteria is that the item be intended for your loot spec, and you not have the same item at equal or better ilvl. That was met by both people in this story.

If you ask me in this case I think the staff vs MH/OH situation where the system lets you roll because you don’t have a better OH is a bit of an oversight because it’s basically impossible to find a way to downgrade a 675 staff to any other good MH with that crappy of OH. This means the OH is basically useless as an item to equip and if the purpose of the system is to prevent people from rolling on items they cannot use as an upgrade then it’s failed in this regard.
It’s not an oversight. It is an intentional design choice that you can roll on an item if you do not already have it at equal or better item level.
If anything, I think the person rolling for transmog has just as strong a case for the item because while the low geared player can get an upgrade from numerous sources, that transmog can only be obtained from LFR or using catalyst charges.

Realistically what they actually should do is break transmog into its own roll category somehow so that someone can win the actual item and another can win the appearance. Stop pitting the playerbase against each other over this.
It’d be a massive QoL update for the playerbase with the only argument against it being is it theoretically reduces player retention via faster acquisition of mogs and I don’t see that as a real issue, and even if it was that’s not something I care about as a player.
