Fix for what? You haven’t identified a problem that this fixes.

Talents are from BFA only now? The majority of player power gain options came with BFA where the ability to change them at a whim was allowed and makes sense to allow players to be able to select their abilities for the content they are preparing to attempt. Prior to all the options in BFA talents were regularly swapped on a fight by fight basis, as was gear. Is your argument then that nothing should be swapped? Once you make a selection it is permanent gear and talent wise?

Feel free to explain that. They aren’t scaling back talents on a whim just because you can swap them at any time.

A fix for class stacking…

Any “system” from BFA means a system from BFA…

Talents are designed with that purpose in mind… obviously.

Because these aren’t being treated as swappable talents, imagine them being added as a talent row for every class. You think they would give every class a multi blink a giant shield and a teleport if you could pick w/e. They are clearly not balanced to function as swappable talents.

They share similarities with talents but also class, both of which provide you with abilities.

The relevance is that because it’s difficult/time consuming to swap your class, the vast majority of the raiding population even in mythic play a warrior if they are a warrior or Paladin if they play a paladin despite the fact that they each would prefer heroic leap on some encounters and divine shield on others. That is extremely relevant.

I understand what you’re saying but blizzard are essentially making multiple essence systems but are making them very hard to change. Covenants should never have been tied to player power and left them as a lore/mount/transmog/open world ability choice only. That way it’s still meaningful without unduly punishing people that want to play the hard end game content.
