I wasn’t aware Legion had more content than every other expansion. But, if you wish to do a true comparison of every expansion based on actual content, I’d be intrigued.
That said, I’m not making claims about what goes on within a company I do not work for.

They should of been what delves are

Most people hated them starting with the Legion artifact weapons.
Elitist didn’t take any thing away .
They either came as advertised or changed because a majority of the players (which elitist are not) said the stuff sucked so they got rid of it.

These two do NOT fit together. They are pretty much antonyms.
I can count on one hand mini game that crossed expansions.
