I have found through testing that while casting Chain Lightning of any rank, Lightning Overload will not activate at a 20% rate.
On a single target, it will activate at a roughly 7% rate.
Is this a bug?
It’s a pretty huge loss in damage when you compare to how often LB activates lightning overload.
Blizzard has stated that this is how it worked in retail TBC, so they have not fixed this interaction in classic. It is very unfortunate because the tooltip on the talent is blatantly misleading and should have a different description for the chain lightning component. This chain lightning “nerf” is even more disappointing from a pvp standpoint, where we have few opportunities to cast at all and CL is often the best/only cast we can get off. Either the tooltip needs to change to make it clear how poorly coded this effect is, or the code needs to be fixed to apply the correct proc rate on fewer than 3 targets.
Such a good point about PVP. I had never even considered how much burst potential this takes from Shaman; making them less desirable than they currently are for anything outside of 5’s (?).
Bump! The quality of my experience as a paying customers has been severely compromised from this issue.

If Blizzard could “fix the tick” for feral druids. They need to fix this blatant error. It’s hard enough as an ele shaman in pvp. Please give us 20% LO on chain lightning. You are our only hope!
