Technically, the emerald dream was created/accessed from G’Hanir and has always existed in different forms. Freya just tapped into the realm to create the Emerald Dream as a way to commune with Titans and become a blueprint for Azeroth.
So as long as you could tap into the Emerald Dream’s primary source, you could use it anywhere. After we de-powered G’Hanir though, there should be no way to access/mold the power. The wild gods, A stray green dragon or a plot device to control a different plane of existence could probably do it, but were fresh out of those.
In short, Draenei need to harness the power of another plane of existence through a god of some sort, be given access through an artifact, learn to use the power of the dream and then they can use can become kitty.
