It’s a different social situation though. An organised raid typically means a level of familiarity and cordiality between the participants. There is also accountability for selfish actions. These combined mean people aren’t likely to roll selfishly, and will consider loot distribution on a raid-wide level. After all, imrpoving the group overall helps everyone. These are the same people you’ll be running with again next week.
None of this is the case for lfr. These are strangers. Doesn’t matter if you upset someone by taking their upgrade for your mogs. You won’t be blacklisted. Someone might put you on ignore, but the lfr system will find you a new group anyway. And why would you care about improving the group overall? This group is only temporary. This just makes the whole lfr experience feel less friendly, and even hostile.
I personally think queued content (LFR/LFD) should be personal loot, while pre-formed groups should be able to choose their loot style. People are greedy jerks, the loot behavior in Dragon Soul LFR and LFD in general is why they put personal loot in in the first place.
It should be checking if they have a higher item in that slot in general. Not just the same item at a higher level. I was just in an LFR run with one of my alts and a veteran item dropped that I needed because mine was a lower level from last season. Another person who had champion bracers equipped won the roll. I asked said person if they needed it and they replied “No. Open trade with me”. Once I did, they requested gold in order to trade it. Told them to kick rocks.
People with higher level gear shouldn’t be able to roll anything but transmog on items that are lower level than what they currently have. Needing should be for upgrades. Not vendor trash.
So, someone who is just going to vendor it is more “deserved” of the gear, than someone who would actually use the gear?? You gotta be a troll, every single time these topics come up, it’s always just supporters of bad behavior vs people who don’t wanna be ninja’d.
i mean if your looking for upgrades in lfr at this point your doing it wrong. Just spam the event in hallowfall every hour for an easy 2-3 pieces and the dailies. you’ll fare much better doing this
rubbish --you win something and get 24 whispers telling you to give it to them personal loot.
You ahve far more chance of winning with the current system as not all people who can roll need do --unlike personal loot where all people who are elegible go into teh roll .
I dont agree with being able to roll need if you are not going to equip teh item but blizz and most of the comunity do think that playing dressups like a little kid is a valid reason. plus its the reason that some people are there in the first place .
Just a quick note that delves are a far better way of gearing than LFR - no queue time and much quicker to complete

your words -you made a blanket statement . I am not prentending anything . Blizzard believes that transmog is a valid reason to need gear. They give people the option to be nice by including a second roll button called transmog , which has priority over a greed roll , but that is then up to the individual.
The transmog people say equipped gear is temporary and Mog is for forever. yeah forever to sit in your collection and not be used , just like me who collects mounts but only ever uses one of them i suppose
It certainly does check . you are , for example , rolling on cloak X , if a player has cloak Y at a higher Ilvl it doesnt matter because you are not rolling on cloak Y .
Also on Ilvl doesnt mean a thing with some pieces-- Tier sets , where the effect doesnt change with ilvl so a set peiece will always be stronger than a non set piece , jewlery and trinkets in particular . A ring with the right stats at lfr ilvl could be stronger than a heroic ring with wrong stats due to jewlery not haveing primary stats . And if the ring has an effect like the ones in the current raid its even a bigger difference
there is no way all that can be taken into account by the computer . Secondary stat priority changes with gear . The Crit/haste is teh best for Hunters for example is just a gerneral thing . At certain levels other stats are your priority . It all depends on what other gear you have , which gives a mountain of combinations impossible to check for unless the computer does a simC check .
I have done quite a few lfr runs this patch , rolled need for stuff twice early on --tiny pal and a ring . apart from that I havent rolled need . Under personal loot i would of had need rolled for me many times and probably won a few.
Easiest way to fix most of teh rolling for transmog problem is to give the person every appearence below the level they have just won the piece of gear on . Say I wil a roll for a heroic legs piece , i would then get the appearence for normal and LFR versions as well . Wont totally eliminate the problem because some people my never win a roll in the higher difficulty for the look they want , but will definately decrease it
