If I dont have draenor flying should I just stay in Pandaria to level quicker?

go to LFG or out to your garrison and ask if there is anyone doing draenor treasures for leveling it takes like 2 hrs for 10 lvls

Pretty sure the opening sequence and initial quest lines of Draenor will make it worth your time. Lots of xp from the opening until the garrison is built. That and there are bonus areas which you won’t have in Pandaria. Those areas reward more xp.
Not flying is not really a problem if you are leveling and opening up a new expac is always a huge boost to xp.
Leveling in WoD is fast because the Bonus Objectives give so much experience and there are so many of them. If you prefer leveling by questing (instead of the Korrak’s Revenge battleground event, for instance) WoD is much faster than Pandaria, even without flying.
my nightbore alt is making decent leveling from just the Greench and cooking/fishing dailies, along with the Anniversary trivia daily. all she has the full set of heirlooms, no other buff aside from the anniversary one
You can, but you can’t. Once you outlevel an expansion the exp it gives drops off really fast. By the mid 90s or so Pandaria quests will give almost nothing. It’s not worth it beyond one or two levels.
Even without flying Draenor goes by pretty fast. Do a lot of bonus objectives along the way and you’ll get through it.
WoD leveling is so fast, Azeroth Auto Pilot will point you to treasures in-between doing to bonus objectives. This on top of the 15% anniversary buff, heirlooms, AND the (20% I think) potion from the garrison quartermaster makes it the fastest bracket to level through. Even without flying, the intro should grant 2 levelsish, shadowmoon objectives and treasures launch you to 97 in like an hour or so (I was getting a level every 8ish minutes avg on my last guy), and then some goregrond bonus objectives for the last couple levels.

Without flying, you can do it in a couple hours. Use the intro skip, take the flight point to your Garrison. Do a couple quest to get the quartermaster to buy the xp pot. Then just run around picking up treasures and doing the bonus events.
Should be able to do 90-100 in about 4ish hours.
