This time solo content is also included in the vault, so even the players who don’t play group content will be getting vault loot every week based on delves and world events they do that week. So even they will upgrade beyond the point where the scaling is capped soon enough.
It hasn’t done that for a few expansions now, I think Legion was when the iLvl scaling at cap started.
The “idea” is to give fresh 80s incentive to keep gearing for a while, not just buy a set of gear on the AH and dominate the world content.
It doesn’t go on forever, though. There is a cap to the scaling, or at least there has been in the past, such that once you gear enough, the mobs stop scaling and you just get stronger relative to them. That number is never disclosed, obviously … my own guess is that the higher end of the range of LFR gear reward levels (which per Wowhead give ~584-610 iLvl as gear rewards) is around when the player will move past the scaling cap.
One thing this does is prevent you from having a happy experience with an underpowered class. IMO, scaling should take class into account if the classes are unbalanced.
The idea is, frankly, a crap one if it causes new and poorly geared folk to rage-quit. Open world needs to be the easiest, so the weakest characters can have something to do. Not everyone plays this game for combat challenges, and for players who do want to be challenged that way, there is plenty of harder content available, even at this early stage.
Every single dungeon run is a trash slaughterfest. One group? Nah, they pull half the dungeon and then mow it down over a few minutes.
Most groups survive. It can look very impressive keeping the tank alive in the midst of fifty million bees and goblins but is it practical?

Get rid of ilvl scaling, it is a developer crutch that weakens the game.

Is it as bad as legion where as soon as you dinged max level, if you didnt get your free much needed chest upgrade from your class hall stuff started melting you even though 30 seconds ago you were 1-4 shoting everything
Umm this expansion doesn’t offer those unique items at max level so not sure why you are comparing it to that.
They went from 1320k up to 1327k from a SINGLE item level. That’s not a huge number sure,

It was more sarcasm than anything. You should be able to easily kill open world mobs in AH greens. You have to do be doing something very wrong to not be able to

Monsters shouldn’t be scaling with item level at all. Scaling with level is already silly, but scaling with items is dumb and dilutes the point of grinding gear. It’s not whether you can do it, it’s the power fantasy of starting out weak and then being able to mow them down with gear.

There seems to be a problem with being 80 ant around 555 or less. For me, at 545-450 or so, it was a real challenge to fight two of anything. After 550 or so it eased up, and now it’s what I would call “normal”.
