If you, the development team, decide to continue the path of rating game play as a requirement to enjoy some random battlegrounds in the next expansion,
I won’t be purchasing said expansion.
1 Honor set, 1 conquest set
Rated PVP can still be available for cosmetics and titles.
PS: If you hide the fact that pvp gear requires rating until 3 days before you launch like you did with shadowlands, I will expect a full refund prior to uninstalling World of Warcraft forever.

I am going to do the same. Not going to buy the next expansion till I see how it is going to play out.
At the moment I find myself logging on less and less. What I enjoyed is no longer fun.

Without a finely tuned matchmaking system (more thorough than rating) involving the current differences between power levels.
This will become very predictable before the gates even open, especially in the entry/early brackets.

No one wants the mythic raid boss showing up in their LFR or dungeon group either.
Right now, it feels like I’m facing the jailer in the random battlegrounds that I enter.
Not fun.

You’re missing the point that players don’t want the horrible gear grind, we just want a gear set to pvp equally.
Take away ALL pvp gear and re-implement the templates but make them work instead of discarding the moment it didn’t work out right away.
Then grind for honor or conquest for gear outside of instanced PVP.

double down on that, if you wipe and everytime you wipe, your progress is erased and you have to go back to heroic and fully clear it again in order to pull boss 1 of mythic.
people forget that in rated pvp failure isn’t just not rewarded, its actively punished with a rating drop.

I’d propose a simple item level scaling/cap. Taking the current (9.1.5) expansion as an example, if you get a full set of unranked pvp gear + you legendary, you can get to item
level 233. If you are a complete pvp noob, you can still get to a 1400 rating, allowing you to reach something like 240 ilevel.
If you’re a high ranked glad with a bunch of 252+ gear, I propose that when you go into a random BG, your ilevel is scaled back to something like 245 or so. So, rated PvP’s will still have an advantage for their extra work/skill, but it won’t an insurmountable advantage for a non ranked player who knows how to play his class, and is with a group that knows how to play the BG.

I think your idea is sound. I do think just one honor and one conquest set would be much easier to balance around tho.
Borrowed power, legendary gear and various gear scores playing in the same space is just too complicated a system to manage.

Please do not even think of templates. It killed my desire to play. Gear and customization are needed. I want to buy items and progress in power and i feel ranked play is in solid state.
However, the random/unrated bg’s are indeed not in healthy place, and as some mention, i wouldn’t mind if all my gear got scaled down to either base conquest level, or even max honor gear level, as discrepancy can indeed reach unhealthy levels as it is.
