[Legion remix] Cannot get protection pala artifact

I accidentally abandoned the quest “The end of the saga” to unlock the prot pala artifact. The quest is started in howling fjord and in remix you are not allowed to go there, you get teleported back to Dalaran. There’s no npc in Dalaran or in the class hall that

EDIT: To clarify. I believe you initially get this quest from the order hall and I also believe it provides you with a way to get there via an item, a portal or something. I accidentally abandoned the quest, now it can’t be picked up in the order hall anymore, it is picked up in the zone itself. And that zone is restricted to remix characters so in effect I am locked out of getting the prot artifact.

Update: I got lucky and managed to get to howling fjord to grab the quest before the game sent me back to Dalaran… but you should probably have a look at this anyway

I have tried to get to howling fjord from wyrmest temple but the game always sent me back to Dalaran when Im so close
