I’m going to wager it’s 500K damage spread over every target hit, not per target, otherwise you would just do a massive pull and get like 50 million damage instantly and that’s 100% broken.

With item flavour they say attacks or abilities. This doesn’t, now it might be the case it does but so far we have 0 evidence that it does.

So many of you can’t see the forest through the trees.
Blizzard has a dumb habit of balancing things around legendaries. As long as they keep doing that, people will be unhappy when legendaries are strong.
The proper fix is to leave this legendary alone and for Blizzard to stop tuning content with the assumption that everyone has a legendary.
