I was wondering if i needed to staet with an ilvl 190 base item when crafting my first legendary item? Or can i use a higher ilvl one? TIA

You can start with a higher ilvl one, but in order to actually craft and use it the item you need the required soul ash. In other words, if you want to go straight to 235 you need to buy the 235 base and have the soul ash required. But if you want to start with 190, you can buy the 190, craft it, and once you got the soul ash you can skip straight to 235 by buying the 235 base item.
