Layering could have been used to balance faction population, removing layering at the same time they added the honor system was a huge missed opportunity. Instead we have everybody cramped into one server 5x the size of actual Vanilla WoW servers and it only encourages people to embrace their inner sociopath.

Found the dude that layer abused to farm mats and layered away from every PvP encounter they ran into

Ha, thats a neat little loop hole they found 
When they release TBC Classic, they should have a few servers designated as megaservers which will have layering permanently.
That way everyone who wants layering can go to those servers.

Which would be mostly everyone.
You’d be crazy not to play on a layered server. The advantages far exceed the downsides.
I don’t know if that’s true, but if it is, it won’t matter. Layering allows for near unlimited scaling as long as you have servers to support all the layers.
The “problem” is that too few people want to play alliance on pvp servers. I’ll admit I had a difficult time making the transition, what with the lack of green skin tones and inferior racial abilities, but I’m doing my part.
If you think layering was/is/will be a solution you are wrong.
Lets say a group of horde is roaming in searing gorge looking for alliance players to kill but soon they will find none because they layered away what do you think it will happen? Honestly ? Do you think they will stay there and wait ? Nah of course they will layer hopping over and over again and then you will have layer chasing… Congratulation.
Classic sucks and fails because of Layering and Mega servers. When Mega is only in the number of players… World design is the same not intended for Mega population.
