That might be the next best alternative to dynamic layering, but it still presents major problems that I think are much worse than dynamic layering.
If you have “locked” independent layers that you plan to merge at some point it creates a few problems.
Even if they share names, you still end up eventually merging distinct, isolated communities and economies. But if you start with 4 layers, you either have to wait until all 4 layers have low enough populations to merge them all at once, which would be absolute chaos IMO. That would also mean all layers are active for the maximum amount of time and each layer has to be practically dead before you collapse them into one realm.
Or you stagger the merges, so communities go through up to 3 merge events effecting their community and economy. That also sounds awful to me. I prefer dynamic layers where everyone can interact and they are part of the same economy. This allows the layers to collapse as soon as possible and with the fewest negative impacts as possible. YMMV

Still, I think it’s a bad idea and they may even lose a lot of players -because- of it. And the arguments people use in favor of layering are always ridiculous.
If you have that big of an issue with server lag and login issues, the solution is simple. Just don’t play. Or wait for overcrowdedness to dissipate.
Why is it that you get to tell people they should just not play and wait for layering to go away, but apparently it’s “not right” for people to similarly deal with the login issues until they’re over?

Overcrowdedness inconveniences you since you want to play on day one, therefor the game NEEDS layering and everyone who disagrees is stupid.
Layering inconveniences other people, but obviously THOSE people then should just wait for layering to go away, no big deal, right?

Well unless they’re straight up lying it’ll be gone before phase 2 begins. Blizz had said layering doesn’t work with things like the honor system or world bosses so they have no choice, it can’t stay in much past launch.
So you get time to actually make a community instead of just seeing random people you don’t remember phase in and out around you all day?

Except that you won’t see random people phase in and out all day. That’s not how layering works. People stay on the layer they logged in on unless they get invite to group with someone on another layer. So you may occasionally see someone appear or disappear near you when they get invited to group across layer, not constant phasing in and out. Of course it looks just like someone logging in or out of the game, so you’ll have no way of knowing if that person just layer hopped or logged in, so it’s not any more immersion breaking than game mechanics that already exist.
Also, community will be forming during this time. All layers can interact, sharing AH, chats, ability to group, trade and guild. It is just that you won’t be able to see everyone on all layers all at the same time. But you’re not going to see everyone on a single realm at one time either, especially when everyone is spread out leveling. Layering will likely be gone by the time most people hit 60.
Many people are perfectly willing to trade a minor, temporary inconvenience for a smooth launch and healthy realm pops that let us play the game as it was intended after layering is removed.
