I think the issue is perhaps the wording. You hear “intended” and think Blizzard is specifically designing the system to be used in this way.

Blizzard designed layering with the thought of players using addons that teleport around using millisecond scanning intervals to different layers, avoiding previous visited layers, in order to farm rare resources? That is quite an imagination.
